HS2 Project Manager Full Time Permanent NEW

Role purpose Delivery of a BBV‑controlled HS2 civils package, ensuring safe, compliant, programme‑driven execution in line with BBV systems, assurance processes and HS2 standards.This is a delivery‑led Project Manager role, responsible for governance, assurance, Temporary Works control, and interface management — not an office‑onlyPM.Core responsibilities 1. Overall package leadership (subcontractor role)

• Act as the single point of responsibility to BBV for delivery, compliance and coordination.
• Lead site team (Site Manager, Supervisors, Engineers, TWC/TWS, Environmental support).
• Represent The Client in BBV progress, coordination and assurance meetings.

2. Health, Safety & CDM leadership

• Lead delivery in line with BBV Safety, Health & Wellbeing requirements and HS2 standards.
• Ensure RAMS are prepared, submitted, accepted and briefed prior to work starting.
• Ensure workforce competence, supervision ratios and briefings meet BBV expectations.
• Champion “stop‑work” authority where controls or approvals are not in place.

3. Quality & assurance (non‑negotiable on HS2)

• Ensure all works are delivered strictly in accordance with approved Inspection & Test Plans (ITPs).
• Enforce the rule: no work without an approved ITP.
• Ensure quality records, test results, check sheets and evidence are captured and retained.
• Manage Non‑Conformance Reports (NCRs) through BBV’s digital system (Dalux/DDD), including:
• root cause analysis
• corrective / preventive actions
• formal close‑out and evidence submission.

4. Change control & Field Change Requests

• Ensure all site‑driven changes (design, constructability, ground conditions) are raised via Field Change Requests (FCRs) in Dalux.
• Enforce BBV’s requirement that no change is implemented without written approval.
• Protect The Client commercially by preventing informal or undocumented change.

5. Temporary Works governance (MANDATORY competence)

• Act as Temporary Works Coordinator (TWC) for the package.
• Ensure Temporary Works are:
• correctly identified and classified
• entered into the Temporary Works Register
• designed, checked and approved
• permitted and inspected prior to use.
• Coordinate Temporary Works Designers, Checkers and Supervisors.
• Ensure full compliance with BBV Temporary Works procedures (BS5975 aligned).

TWC certification is mandatory for this role.6. Lifting operations & cranage (preferred competence)

• Provide competent oversight of lifting operations.
• Where holding AP (Lifting), act as Appointed Person for lifting activities including:
• lift planning
• crane selection
• interface with BBV lifting teams
• compliance with lift plans and permits.

Appointed Person (Lifting) certification is strongly preferred.7. Environmental compliance

• Ensure compliance with HS2 Environmental Minimum Requirements (EMRs) and BBV Environmental Management Plan.
• Ensure environmental controls, inspections and records are implemented and evidenced.
• Ensure no environmentally sensitive activity proceeds without accepted RAMS and controls.

8. Digital systems & information control

• Ensure the client operates BBV’s digital systems correctly, including:
• Dalux / DDD – NCRs, FCRs, inspections, quality evidence
• Business Collaborator (BC) – submissions and approvals
• ProjectWise – drawings/models (where applicable).
• Ensure document control is resourced and effective.

Essential candidate requirements (screening criteria)Qualifications & certification

• Temporary Works Coordinator (TWC) – REQUIRED
• SMSTS or equivalent – REQUIRED
• Appointed Person (Lifting) – PREFERRED
• Engineering / construction qualification preferred.

Experience

• Proven Project Manager experience on complex civils / infrastructure works.
• Experience delivering works under a principal contractor assurance regime (HS2, Network Rail, highways, major frameworks).
• Strong background in:
• Temporary Works control
• ITP‑led quality systems
• NCR management
• Formal change control.

Behavioural expectations (critical for BBV)

• Highly process‑driven and disciplined.
• Comfortable working in audit‑heavy, regulated environments.
• Will challenge unsafe or non‑compliant instructions — even under programme pressure.
• Strong communicator with client, workforce and supply chain.
